With XP embedded this should not be a problem.
WinCE will be tricky and for this you will need to buy the specific WinCE OPC server. For a few applications a year XP embedded will be a much easier and cost effective solution.

I'm considering using such a HMI with Indusoft IWS embedded talking to a PLC that uses CoDeSys 2.3.
